The Law was drafted to secure due realization of actions connected with the preparation and holding of the final part of the European football championship 2012 in Ukraine at the expense of the Stabilization Fund.
Thus, pursuant to the Law, in 2009, the National Bank of Ukraine fills the State Budget of Ukraine with the surplus of the estimated revenue over the budgeted expenses of the National Bank of Ukraine: for 2008 at least for UAH 4.008.112 thousand; in the end of the quarterly fulfillment of the estimate of revenue and expenditures of the National Bank of Ukraine in the current year at least for UAH 9.800.000 thousand, including at least UAH 3.400.000 thousand for the first half-year till 20 July, for the third quarter at least UAH 3.400.000 thousand till 20 October, for the fourth quarter at least UAH 3.000.000 thousand till 10 December.
Pursuant to the Law, the Cabinet of Ministers of Ukraine shall ratify the list of objects, events and amount of budget funds allocated for their realization at the expense of the budget program "Implementation of the State target program on preparation and holding of the final part of the European football championship 2012 in Ukraine, construction, reconstruction, development and maintenance of the motorway network, including construction and reconstruction of the bridges in public and municipal ownership (including construction of the railway-motorway bridge crossing across the river Dnieper in Kyiv in the amount of UAH 650.000 thousand), and construction of underground railway in the cities of Dnipropetrovsk, Donetsk, Kyiv and Kharkiv" and he chief administrators of the State budget funds with prior approval with The Verkhovna Rada of Ukraine Committees on Budget and the Finance and Banking.

In order to secure systematic supervision over the use of budget funds envisaged for the realization of the budget program "Implementation of the State target program on preparation and holding of the final part of the European football championship 2012 in Ukraine, construction, reconstruction, development and maintenance of the motorway network, including construction and reconstruction of the bridges in public and municipal ownership (including construction of the railway-motorway bridge crossing across the river Dnieper in Kyiv in the amount of UAH 650.000 thousand), and construction of underground railway in the cities of Dnipropetrovsk, Donetsk, Kyiv and Kharkiv", The Verkhovna Rada of Ukraine passed a Resolution "On certain Issues concerning Implementation of the Law of Ukraine "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine".
